Japan became the second largest economy in the world in late 1960's. But since then questions such as "Affluence for what?", "What is true fulfillment?" have been repeated. And again it has been most recently made in 2000's. However, in spite of much endeavor, social or welfare indicators have been divided into two categories: so-called objective social indicators and subjective ones. And thus we have not gained any useful tools to wholly recognize what the content of true fulfillment is and what problems exist in the light of this. Therefore, this article, after reviewing the past question of fulfillment and issues in development of various indicators, presents a model to understand the whole structure of QOL, from social conditions to individual satisfaction, based on the systems approach. In this model, one can now relate objective social indicators to subjective ones and it is expected to be a research model toward establishing new useful social indicators in the future.
