In multi-cell cellular network, transmission in neighboring cells can create inter-cell interference (ICI) and limit the performance of the network, particularly at the cell-edge area. Base station (BS) cooperation is a promising technique to mitigate the ICI by jointly design transmit precoding and schedule active users among BSs. In this paper, we propose new transmit precoding matrix design and user selection algorithm for multi-cell downlink multiuser multi-input multi-output (MU-MIMO) network to reduce the effect of ICI and thus, enhance the sum-rate. Direction of ICI and users' channel matrices are taking into account for selecting active users. Then, the proposed multi-cell block diagonalization (BD) technique is used to design transmit precoding matrices. Simulation results show that our proposed BS cooperation strategy improves the sum-rate, particularly in the cell-edge area.
