The movement of the rights of children started between the Meiji and Taisho periods. However, few studies have concentrated on this period when the movement started. Naoomi Tamura is one of the advocators of the rights of children. He published "Children’s Rights" in Japan in 1911 before the Declaration of the Right’s of the Child in Geneva (1924). The purpose of this paper is to examine how Tamura's ideas on the rights of children were formed through his career as a clergyman and to introduce his views on children in his book "Children’s Rights".
