The families of the elderly who need care have various needs. Under the present Japanese care insurance scheme, care management tends to be provided following the 'system-oriented' model. As a result, their needs are only partially met. This article identifies and analyzes the needs of 38 families of the elderly who needed care. The results show that depending on the viewpoint of health care providers and social workers their assessment and approach to the needs of the families were completely different. This suggests the necessity of responding to the needs of the families of the elderly who need care through social work. It is important that social work and user-oriented care management are practiced in line with a single design.
