The purpose of this study is to clarify workfare policy for lone mothers in Japan. The workfare policy for lone mothers in Japan is called Reform 2002. 1 analyzed preceding studies of Reform 2002. Through the reform, allowance for dependent children was reduced and working support system was reinforced. However, the reduction of children s allowance made the living conditions of lone mothers tougher. In addition, the working support system was insufficient and was not able to change the severe living conditions of lone mothers. Why are the living conditions of lone mothers not improved by Reform 2002? It is because the purpose of Reform 2002 is not the improvement of the life of lone mothers, but the restraint of the government spending. Through the analysis of preceding studies, the following three problems were made clear; 1)inspection of the policy effect; 2) clarification of the purposes of the policy; 3)improvement of the terms of employment for lone mothers. In other words, there are several limitations for Reform 2002 as a policy. This study suggests that the policy for life security of lone mothers in the future should not be limited to the workfare policy, but be considered from a broader perspective.
