This paper examines the Japanese Ministry of Education's policy of "cultivating Japanese with English abilities" against the background of the continuing "barrier" of entrance examinations. We present the results of a survey administered to third year high school and first year university students, and pinpoint the major difficulties and problems they encounter while preparing for university study. These results show that the present situation is far from meeting the needs and wishes of the students, and that greater communication between high schools and universities is needed in order to help students progress more smoothly into university, meet the goals of the Ministry and their individual needs.
