Talking in consideration the low signal penetration of the currently used Global Navigation Satellite Systems (GNSS), the signal transmitted by Quasi Zenith's Satellites offers a good solution to avoid difficult access point to Global Positioning System (GPS) due to high elevation angles and decreasing path loss principle. However this advantage could not be efficient at all, if the satellite network model is not supported by an appropriate number of satellites that ensures continuous services and the reduction of the acquisition time of GPS. In order to improve the performance of Quasi Zenith Satellite System (QZSS), base on elevation angle diversity; this paper consist of, at first, a proposal of a QZSS model with the most suitable number of satellites place on orbit and secondly, an analysis of the system performance base on the implementation of cooperative communication between QZ satellites and High Altitude Platform Stations (HAPS). This means, the communication among transmitters using different altitudes and different elevation angles.
