This paper aims at giving an explanation of the English education system in the Philippines in terms of English teachers, their classroom activities and their methods of assessment. In comparison to the Japanese system, the Philippine system has several distinguishing features. First, English teachers in the Philippines are highly trained in English and communicative methods. Second, in classroom activities, frequent interactions between a teacher and students and also among students are observed. Students are highly motivated to express themselves. Third, when a teacher assesses students' activities, more formative and summative methods are adopted, although this method causes some degree of burden on teachers. English educators in Japan can learn from these Philippine experiences.
