There are still many difficulties in implementation in the fields of evaluation methodology of social developmental activities done by ODA and NGOs, due to the lack of common concepts and tools to measure 'organizational sustainability' or 'people's participation' as such.This paper reviews the past discussions of 'logical framework' and participatory approach in monitoring and evaluation. Then it examines the possibility of the method of distinguishing the evaluation of performance from that of organization itself.Based upon the 'Performance-Institution Balance Management Strategy', a new concept of 'Comparative Analysis of Institutional Sustainability' is discussed. Finally, two case studies of thirty-five Japanese NGOs working in Nepal and ten Eye Hospitals functioning in Nepal are presented to show the flexible effectiveness of the analysis.Through exchanging experiences of monitoring and evaluation methodology, the author expects that the partnership of ODA and NGOs to be enriched either in the policy-making stage or in field implementations.
