Improving the credibility of management system certifications Since July 2008, the committee consisting of accreditation bodies (Japan Accreditation Board and Japan Information Processing Development Cooperation) and Japan Association of Management Systems Certification Bodies has started to discuss how to improve the credibility of management system certifications in Japan following the guidelines set by the Ministry of Economy, Trade and Industry. The committee established action plans for improving the credibility of MS certifications, e.g. securing the discipline of certifications, improving the competence of auditors, etc. and has been implementing the action plans subsequently. JAB has organized the study groups for the themes, such as "the effectiveness audit" in the year 2008, "how to collect evidences of conformance" in the year 2009 and "how to demonstrate the ability to achieve the objectives of the MS standards" in the year 2010, aiming to draw attention to the certification bodies and their auditors. The ISO/IEC 17021: 2011 was issued in Feb. 2011. The major changes from the old version are made to the issues of competence of personnel involved in certification processes, and audit processes. These changes are expected to improve the credibility of MS certifications.
