Understanding water surface behavior in open-channel flows has been of great importance in environmental fluid mechanics because turbulence structures near the free surface may considerably influence gas transfer and momentum exchange, which are essential to natural aquatic ecosystems. We experimentally investigated spectral distribution characteristics of water surface fluctuations. Instantaneous water surface profiles and the corresponding velocity vectors in a vertical cross section along the open-channel flow were measured by a simultaneous image measurement method with PIV. The spectral distributions of the water surface fluctuations were investigated in each experimental case with different Froude number through the POD method. The results showed that the slopes of the spectral distributions became steeper than -5/3 slope when the Froude number was decreased. We theoretically discussed the Froude number dependence on the spectral distribution when the turbulence in the flow was assumed to be the main source of the water surface fluctuations.
