• We consider the mathematical problem concerning an axially symmetric motion of a viscous incompressible fluid between a solid wall of a vertical column and an ambient atmosphere of constant pressure. This physical situation was considered first by Kapitza. Followng Beale we formulate the problem in cylindrical coordinates and discuss the solvability of the free boundary problem for disturbances from an unperturbed flow.
