There are many records of Monarkies in the Heian era about 'times' for example KOKU (刻), which is pre-modern Chinese and Japanese time system, and one day was divided into 12 KOKU. In the 7th century, WA (倭, old Japan's state name) goverment introduced Rokoku (漏刻, clepsydra). From that historical event, Japanese has been becoming gradually punctual. But there are not enought rcecords concerned with punctuality about people in the Nara era. So it is important to take together such records in the Heian era. This note is a selection of rules and regulations about time schedule of major annual function on the typical ceremony manuals. It can be said that the provisions of time schedules of many annual functions were more flexible than everyday functions that has rigid provisions of time. This work is incompletion but probably useful fot the study of Japanese punctuality.
