On November 4, 2009, the Ministry of Health, Labour and Welfare announced its decision to either revoke or delegate tomunicipalities the handling of all licenses to work at child welfare centers (child self-support facilities). On December 15, a decision was made at a cabinet meeting regarding the Decentralization Promotion Plan, which resulted in the rescinding of Provisions of Child Self-support Facilities Staff. This unexpected decision was taken without reflecting voices from municipal governments or child self-support facilities staff from across the country. I vehemently oppose this revocation-a resolution made without substantive discussions-that may lead to the private sector fully operating these facilities. By investigating the efforts made by the Tokyo Metropolitan Government regarding this matter and the child welfare services offered by Carillon Children Center, this paper discusses in detail the future of child self-support facilities. It also identifies the needto establish the roles and functions to be performed in (1) a full revision of the requirements of facilities, (2) swift implementation of staff training, (3) consideration of opening all-inclusive child self-support facilities, and (4) group home management.
