The pion is a mediator of nuclear interaction to form nucleus. The shell model, however, is not based on the pion exchange interaction and the introduction of strong spin-orbit interaction provides phenomenologically the quantitative account of the nuclear magic numbers. The pseudo-scalar nature of the pion has the origin of spontaneous chiral symmetry breaking and makes it difficult to calculate quantitatively its role for construction of nuclei. In this paper, we propose a new theoretical framework to treat the pion for the construction of medium and heavy nuclei and nuclear matter.
