The present research is carried out by studying and evaluating an international exchange learning model. The international exchange learning is conducted between the classes at universities in Japan and United States of America by using the Web Based Training (WBT) system which named "CollabTest". CollabTest is mainly focuses on supporting student's proactive learning through (i) facilitating students to create quizzes online, (ii) providing a platform for discussion among students, teaching assistants (TA) and a teacher, and (iii) allow student to take online tests. Bloom's Taxonomy is considered to be useful to evaluate a learning model. In this paper, the existing learning model of both classes, the collaboration study conducted by using the international exchange learning model and the evaluation on the basis of Bloom's Taxonomy are described.
