This paper proposes a method for assigning portions of the total desired bit-rate in with the intention of achieving the highest image quality. The method uses the a rate-distortion slope approach to determine the bit-rate allocation for each component by constantly adjusting the rate for each component until the rate-distortion slopes for each component match and therefore provides a high encoding quality. The rate-distortion for a given bit-rate is estimated using the discarded bit-planes in EBCOT code-blocks as an estimator of component distortion. Testing of the proposed method showed excellent performance.
