Relay is an efficient way to extend coverage of the cell where the deployment of further fixed base stations would not be cost effective and Relay also allows significantly better channel quality and consequently higher throughput. The Relay Station (RS) can act as Base Station (BS) to serve and manage the radio resource to Mobile Station (MS) in its own coverage so the important point to improve the performance in the overall system is RS has to assign the resource in proper way to avoid congestion and to increase system throughput; and additional radio resource to be prepared to stabilize network if in need such as overload. In this paper, we propose dynamic resource allocation in Distributed Controlled RS that can properly schedule data transmission to avoid congested situation and can estimate extra resources be prepared to keep network stable during increasing need from MS.
