The financial crisis in USA, 2007 has brought the global depression in 2008. In Japan, non-regular workers are mainly fired and become very poor. Such problems become a big social issue. 1. An extraordinary increase of non-regular employment (NRE) and its difference in wages are explained. Considering a big profit from low wages of NRE and many young working-poor, such profit should not be ethically approved. 2. The references are made on NRE in EU and ILO, OECD reports and the activities by UN. 3. In the case that the law does not always bring us ethical results, the law should be changed and necessary actions should be taken for changing non-ethical occurrences to ethical ones. 4. The management, politician and public official should make ambitious improving plans and should immediately execute them in order to create the fair and just society in Japan.
