The Lopburi Foundation of Social Welfare Union is the biggest Chinese charity organization in Lopburi, and which was established by five Chaozhou-Chinese Managers in 1968 (the government register in 1979). Today, it is funded through donations by local Chinese business groups in Thailand. This has contributed to the promotion of social welfare in the local society. The Lopburi Foundation of Social Welfare Union formed the network mutual assistance system between each of the local public sectors through the Chinese donation cycle. The network mutual assistance system means that the Chinese donation is effectively a long cycle in the local community. It is possible therefore that symbiosis between Chinese and Thai people will continue to foster strong relationship between Chinese and Thai people. Chinese mutual assistance's purpose under consideration is to strengthen links between each of the stakeholders surrounding the Japanese private sectors today. This paper considers the formation of risk management between the private and the civil sectors in Japan, and also learning from the Thai-Chinese Manager's Regional Contribution.
