• The development of IT has increased the privacy risk. But it is difficult to protect privacy by the currently individual data protection scheme, because its scheme is not based on the risk governance theory. By contrast, PIA is a scheme of risk management base. When PIA is executed, its main phase is privacy risk evaluation process, and the stakeholders participate in the risk evaluation process. The execution of PIA is also execution of risk communication process. As a result, PIA achieves desirable risk governance. The execution of PIA is a corporate social responsibility which aims the reciprocity relationship to the stakeholder.
