In this paper, examining Peter Koslowski's view about cooperate control, I attempt to clear the basic structures of economic ethics and business ethics from the viewpoint of thomistic natural law theory which has been recovered in the 20 century (what we called the century of "theory of Being"). First, I point out the importance of ethical thought of Salamanca School in economical history and business ethics history. The common principles of Salamanca School are three principles constructed by thomistic natural law theory, that is, (i) integration of faith and reason, (ii) realistic natural law, (iii) a "first person" (acting person) ethics. Second, I insist that truly main stream of economic theory is thomistic natural law theory. And I propose that the basic structures of economic ethics and business ethics are (i) natural law theory (ordering by reason) and (ii) common goods (and the principle of subsidiary).
