In accordance with the International Maritime Dangerous Goods Code, which will be made mandatory on 1 January 2004, the transport of particular dangerous substances, materials or articles is prohibited aboard passenger ships where large numbers of people may need to be evacuated at short notice, because of the rapidity with which an accident involving the dangerous goods may affect the whole ship. On the other hand, passenger ships sometimes are almost the sole means of transport for many islands in Japan and some dangerous goods, which are prohibited to be carried on ships with large number of passengers, are essential for the living. In particular, gasoline and liquefied petroleum gas are indispensable for living and liquefied oxygen is also necessary for medical treatment while these three substances are prohibited to be carried on ships with large number of passengers, basically. It is, therefore, strongly demanded to enable carriage of tank vehicles containing these three substances on ro-ro passenger ships. The purposes of the research are to assess the risk due to carriage of tank vehicles containing these three substances on ro-ro passenger ships with large number of passengers and to recommend the necessary safety measures for such carriage. We investigated the reports of the Maritime Accident Inquiry Agency on casualties of ro-ro passenger ships and records of casualties involving dangerous goods published by the Fire and Disaster Management Agency and the High Pressure Gas Safety Institute of Japan. Based on the investigation, we estimated the above mentioned risk. By comparing the estimated risk with the risk due to traffic accident and the risk due to carriage of tank vehicles containing other substances which are not prohibited to be carried with large number of passengers, we concluded that any tank vehicle containing liquefied oxygen should not be carried on ships with large number of passengers in view of safety and any tank vehicle containing liquefied petroleum gas should not be carried on closed ro-ro spaces of such ships. We further concluded that a tank vehicle should be appropriately inspected prior to shipment and all vehicles on the deck for the tank vehicle should be properly secured taking into account the acceleration due to accidents such as collision, in the cases that a tank vehicle containing gasoline or liquefied petroleum gas is stowed.
