The present paper reviews into the area of foster care system, with the aim of promoting foster care in Japan. Qualitative interviews were conducted with 39 foster parents who were aged between 52 and 54 years old on average among Kyushu, Okinawa, and Sapporo regions. Data were used to analyze the effectiveness of foster care placements for children subject to child protection intervention. The results of the preset review indicate that for foster children as well as for their birth parents, foster parents play a crucial role in children's wellbeing, progress and parental suppport. In addition, the results suggest parent-child relationships are to be built in foster families between foster parents and foster children although there exist no biological ties between them. This implies that the perception of family in the family sociology needs to be widened to cover day-to-day experiences of foster families. Defining the foster family as family of fosterage may be a first step to recognize daily interactions between foster parents and foster children.
