Deep underground space had been well discussed as a new frontier together with outer space and ocean during the bubble years, the late 1980s to the early 90's. Many conceptions for its developments had been released by the government and private groups. However, nowadays, rational design, construction and maintenance are social requirements for all structures. So, the preliminary measures based on the theoretical discussions about how to maintain the initial functions and performances which may change in time, are also required for the underground structures. Consequently, the evaluation of life cycle cost considering risks is important for the further development of the deep underground space.
