The low level of reading ability compared with the mathematical ability of Japanese students was made clear in the PISA survey conducted by OECD. Particularly, there was a large number of students who had difficulty answering opinion questions freely. In consideration of this situation, a new course of study, which is to be implemented from 2013, emphasizes thinking ability, decision making, and the ability of expression. From now on, the development of critical reading strategies and skills is also needed in English education as wells as Japanese language education. Thus, this article reviewed some previous studies and explored possibilities of applying some of the approaches and practices, such as the development of critical reading strategies, based on the methods of reciprocal teaching and verbal protocol, to the classroom context of a senior high school.
