The purpose of this paper is to find out for HR professionals how to share roles and responsibilities among people management effectively with line managers in large Japanese companies, based on the transaction cost theory. 4 types of characteristics in HR department (and line managers) were observed through the author's case study-powerful and influential HR, powerful and influential line managers, powerful and influential line managers with influential HR, and powerful and influential HR and influential line managers. Some key factors to define HR roles were also observed: 1) an importance of matching employee's capabilities to a job, 2) difficult level of gathering and understanding of information about employees in the workplace, 3) a type of HR policy and programs.
