In these years, it has been often reported that professional caretakers violates human rights of the elderly at welfare facilities. This paper aims to rethink conceptual frameworks of 'Abuse' and 'Mistreatment', and propose a new conceptual framework of 'Mistreatment' by which we can properly analyse any cases of 'Abuse'. First, it is showed on the base of social researches that 'Abuse' cannot properly grasp border cases. Second, by examining conceptual frameworks of 'Abuse' and 'Mistreatment', we conclude that 'Abuse' should be regarded as a subdivision of 'Mistreatment'. Third, referring to classifications of cases used in studies of child maltreatment and elder abuse, we try to construct a new conceptual framework of 'Mistreatment'.
