This paper provided a new non-destructive approach to estimate the dielectric constant of planar layered media by using a new GPR antenna array. This antenna array improved the signal-clutter ratio and could detect multi-offset reflection signals. The two-way travel times of the different propagation paths with different antenna offsets could be accurately determined. And a simple methodology was presented to calculate the dielectric constant of the layered medium from the two-way travel-time. Some experimental measurements were carried out to test the dielectric constants of the air, gypsum and concrete wall. The results were of high accuracy compared to their actual values.
