This paper presents a new TCP congestion control mechanism for a vertical handoff in hybrid (satellite and terrestrial network) networks which use performance enhancing proxies (PEPs) and 3-split TCP connection method for elevating the TCP throughput. When a fast train takes a handoff to a terrestrial network from a high bandwidth delay product network such as a satellite link, we propose that TCP enters slow start phase again at handoff completion to prevent network congestion and overflow for target network. In contrast when it handoffs to a satellite link, we proposed TCP congestion control scheme that is to be adjusted a congestion window size to match a target network capacity, it can be prevent the under-utilization for a satellite link from a small cwnd caused by the previous network characteristic. Simulation results show that our scheme prevents mitigation of TCP performance and we respect that the proposed scheme can be use to provide a high quality wireless Internet service to passengers in a fast train.
