The purpose of this study is to consider methods with which to support the studies of Japanese as a second language (JSL) to children living in rural areas. Current methods of teaching JSL to children is diverging into two groups, that of concentrated and scattered populations of JSL children. Each has its own specific requirements based on the physical and the societal characteristics of each region. Accordingly so, it is imperative that local governments prepare customized support systems. In the case of scattered populations it is essential to share the responsibilities, and implement the co-operation of a support network consisting of : schools, educators, volunteers, PTA, neighborhood groups, and local government officials. Working in this way, with a strong support network will not only help children adjust to their immediate surroundings, but to society as a whole.
