These movements were initiated and sustained by the citizens who were suffering from or afraid of having enviromental problems such as pollutions (air, noise, tremor and others) and the lack of public facilities. In sociology many papers attemting to explore these movements have appeared. Much has been written about the causes of the movements, the sources of discontent and especially, the formation and spread of ideologies. My intention in this paper, therefore, is to cover mainly those aspects of the topic that have received somewhat less attention, namely, the process of rise and decline of movement (and also the process of confrontation) as well as the structure of movement. The dynamic aspects of movement will be treated from the point of view of resource management. Mobilization (the rise of movement) refers to the process by which discontended citizens assemble influence resources for the pursuit of movement goals. Demobilization (the decline of movement) refers to a reverse process by which the movement loses its influence resources. Such loss is caused by the control of opponents and third parties over movement. The structure of movement is also explained in terms of resources (influence resource and participation resource) held by the members of the movement. For the above mentioned study, I have been examining 'Yokohama Shinkamotsusen Hantai-undou'. This movement is regarded as one of representative citizen movements in the 1970's. At the end of this case study some general hypotheses are proposed on the composition of influence resources of citizen movement.
