This dispute arose in 1928, with Yoshibei Nomura's criticism of the second declaration of Keimeikai " which was the first union of teachers in Japan. Nomura was one of leading teachers in educational movements called "Taisho-Jiyu-Kyoiku (liberalist education in Taisho period)." He read a political attitude in the declaration, asked what "Keimeikai" was aiming at, and then insisted that educational movements ought to be carried out on true educational principles. Opponents to him, who were members of "Keimeikai", insisted that institutional reforms were our urgent task in the existing situation of Japanese society and education. After all these insists remained without being bit each other successfully. But when we consider the problems of politics and education, still a big theme, it is, we think, a notable dispute which appeared in Japanese history.
