For every economy and every company, Human Resource Development is critical issue for their growth. No one can doubt of the good effects of educational investments and virtuous circle: Educational investments bring high productivity. High productivity brings high growth and profits. High profits create further educational investments. However, in face of high labor mobility, it seems that governments cannot find adequate vocational training policies and employers hesitate to invest people. Employment Training Panel (ETP) is a vocational training program in California, which launched in 1983. This program is managed by the government and executed by companies in partnership with consulting companies and training agencies. ETP recognizes the importance of vocational training and points out the role of government in the field of HRD. ETP also teaches us how to maximize the effects of training investments.
