Taneaki Hara is the pioneer of prison reform and the rehabilitation of ex-convicts in Japan. He established the Tokyo Rehabilitation Facility in January of 1897 in response to ex-0convicts' requests for aid. The purpose of this study is to clarify the finances of the Tokyo Rehabilitation Facility, and to also make clear Hara's Achievements as the head of the Facility during the Taisho era in Japan. I use data such as Hara's Achievements as the head of the Facility during the Toisho era in Japan. I use data such as Hara's own theses, as source material to accomplish this clarification. Hara managed the Tokyo Rehabilitation Facility using steady donations from others, as he did not receive any government or public offices' subsidy or funds due to his unwillingness, as a former shogun retainer, to be dependent on government or public office money. Ninety percent or more of ythe people who were supported by Hara and the Toikyo Rehabilitation Facility did not offend again. Because Hara did not follow the policy of the Department of Justice which stipulated that all ex-convicts must be cared for by that departyment, Hara kept distance from the Department of Justice until 1922 at which time Chogoro Miyagi began to serve as the chief in charge of the rehabilitation division of the Justice Department. Hara supported only those whom he felt should be heoped, and maintained his principles of rehabilitation, though he ws often criticized and suffered from unreasonable blame. Throughout his lifetime he supported the rehabilitation of more than t3en thousand of ex-convicts.
