In the environmental age the model of citizen participation will be changed from government leadership to citizens' leadership. The citizens' leadership will be realized by activities of many environmental NPOs as efficient citizen environmental groups. But incubations and activities of these environmental NPOs need supports from local society. This paper is to design the "Regional Eco-Center" as a local platform to incubate and support environmental NPOs. The REC also is a super NPOs, it collects all the information, knowledge technology and tool from every actor and produces a synthetic environmental public resource for local society. The REC is designed by the follow functions. 1) The REC forms the awareness of environmental problems shared by citizens with the environmental resource. The awareness includes value class, strategy class and action class. 2) The REC supports citizens to establish their environmental NPOs for environmental actions. 3) The REC coordinates many environmental NPOs to create the citizens' environment plan. 4) The REC promotes common environmental works shared by citizen, local government and enterprises.
