• This paper critically assesses the implications of the European Convention from the viewpoint of monetary economics, and explains why the draft Treaty has created such huge disappointment among observers. We describe how the expectations for the Convention have been formed and fed from several sources, such as historical precedents, existing central bank charters, and the mandates given to the Convention. Since its inception, however, the debates surrounding the European Central Bank have led people to the consideration of modifying its current statutes. Furthermore, we argue that the Treaty has even created new problems.
