In 1961 the West German Olympic Committee published a golden plan and is carrying out the plan. The golden plan spends seven hundred billion yen on filling up the facilities of social sports from 1961 till 1976. Twelve years have passed since the plan was carried out first. This plan aims at having such a rendezvous or a social club as people, young and old, men and women all alike are able to spend their time taking physical exercises or chatting pleasantly. According to this plan West Germans will have not only the facilities of sports but also the various facillities of a club house to make use of their spare moments. I stayed in West Germany from August 15 till September 15, 1972 to participate in the Munich Olympic Games and improved this occasion to observe the situation under the golden plan in many places of the country. In this treatise I report this observation and I hope that this is a good guide to taking a measure to meet the situation of Japan in future.
