This paper presents about a concept and a framework of the contemporary TQM. First, I survey a big change of the Quality Control activity that began with SQC. Next, clarify success and limits of the Japan type Quality Control which is a basic type of the TQC. And, consider function development to "QC(quality control) QM(quality management) QS(quality strategy)" logically. Moreover, analyze some normative model in search of contemporary TQM. On the basis of these process, I try a design of which is effective for the industrial society.
