This paper analyzes the relation between the school board's action and school management in the view of democratic control of school administration. It seems that schools are often in a dilemma whether to take responsibility for parents or the school boards. In this analysis, it is cleared that there is a correlation between the school boards'control over schools and the degree of reference to local educational preferences for school management. Concretely, in case school boards'political decisions reply to diversity of schools, Principals can refer to more local educational preferences for school management. In these years, the function of school board is criticized for its weakness. It is necessary to review what school board should be. It seems that school board can work as the structure not only to keep political neutrality of educational administration but also to pursuit democratic control of school administration by supporting each school so that each school can account for students and their parents. But, from the view point of administrative responsibility, it is necessary to consider the problem with the expansion of administrative power.
