Mochida Eiichi was one of the famous scholar of Educational Administration studies in post W.W.II period and was energetic in 1960s and 1970s in Japan. This paper intend to find out a reason of Mochida theory's conversion from the perspective of change of his concern and social environment. In 1960s, Mochida was affected by the arguments for Structural Reform in Marxism. In the post W.W.II period, the educational administration systems of the pre-W.W.II period was remaining in Japan. Then, he saw it as a problem. The problem was the power of absolutism. In 1965-66, Mochida have been to West Germany to study for one year. In West Germany, he saw how educational systems are in the present welfare state. And he found that it is grounded on modernism, capitalism and liberalism. His study about a welfare state is deepening because of this experience. By disorders at university in 1968-69, Mochida theory was changed drastically. This time, he affected by movement of disorders at university, and he became a strong criticizer of public educational systems in modern society. He became to see modern education as power because it's based on a social class structure. Educational administration in welfare state was also a problem because it stabilize and hide it.
