Typhoon has damaged and weakened people's lives and properties annually in Korea, In recent years, it has resulted a serious influence to Korean economy, Korean care system needs to be upgraded to treat fee flood victims with proper equipment and systems in an appropriate moment. This research grasps the main problem and analyzes ia from Danyang, and Jineheon, Choong-Chung province where 2006 typhoon Winnia hit People have lost not only their materialistic values but their hopes to live by the natural disaster over periods of times of typhoon attacks. The problem is that most typhoons happen not in the urban area but in remote and secluded villages in the mountains. The victims are mostly elderly villagers who need a constant care. To improve systematic care network for all flood victims, detailed care solution and stabilized volunteering networks are in necessity. Also, the dole, equipment, and medical cares need to be delivered fast and safe enough. Recovering fees for farm lands, and all the fees for assisting victims need, to be transferred directly to the proper receivers based on standardized estimation. However, the most important solution is to prevent or lessen the above mentioned situation, the weather forecast should be accurate and informed in advance to avoid greater damage.
