67. Risks of Korea's Landslide and Disaster Prevention Measures for Urban Planning

This paper tries to find out major factors causing landslide in Korean cities and counties. The paper analyzes the causal relationships between landslide and environmental factors, and develops a method for foretelling the risks of landslide. Last, it suggests policy implications for the introduction of landslide alarming system. The paper discusses several methods that can be utilized for the forecasting of landslide. It applies the scoring method to analyze the past occurrence of landslide and classify each city into one of three risk groups. Then the actual hazard areas and the risk areas forecasted by the estimation procedure are compared each other. Factors causing landslide can be classified into two groups. One is natural factor such as heavy rains, the river erosion, the nature of soil, and topography. The other is human factor such as land development. The paper concludes that, in general, heavy rain is the primary factor of landslide in Korea.
