• This paper reports to consider the vulnerability of cities at risk in developing countries, and back ground and reasons of the vulnerability based on the data from the IDNDR, referring the latest great earthquake in Turkey, and also to consider the role of city planning by the guideline for making cities safer before disaster strike presented in the IDNDR report.
