An industrial city in Japan, Megalo-police, had formed at the pacific belt area in the midtwentieth century. Small business grew up in the city. However, there is a wider gap in economic power between inland and out-land. As a consequence, there had been formed an industrial city of high technology, Techno-police, where brings much population in inland area of low economic development. That time, industrial revolution of the information technology came into the United States, and extended global economy rapidly. The many manufacturers in Japan competed to expand for the global enterprises. So many factories moved to the developing country from the Techno-police, because the areas of inland were comparatively cheap in terms of labor force and the price of land. The market of consumption in the local areas reduced as consequence of decreased population, substantial public infrastructure of the roads and information networks, and so on, changed the old towns and villages. Examining those changes I recommend some problems of the management education on this paper at the end.
