• Due to the impact of prolonged recession, there is a concern that the financial situation facing local governments will continue to be aggravated. Meanwhile the administrative demands for local governments have been increasingly diversified in response to socio-economic problems such as the progress of the aging society and declining birthrate. Local governments are, therefore, required to analyze accurately administrative demands and, subsequently implement efficient administrative and financial management by which maximum effects will be obtained at minimum expense. The study examined that under socio-economic environments which I mentioned above, it is necessary to reconsider the social role of NPOs and their social business and the optimum form of partnership between NPOs and local governments.
