The purpose of this paper is to consider a strategic counter-measure which can maintain and acquire international competitive advantages for the development while responding to environmental changes in the mobile communication industry in Japan and Korea. In addition, a management strategy theory, which has been converted into a new paradigm, will be verified. The theory is conceived based on the existing industrial analysis and the adjustments that took place in recent years to the frontier industry. The problems in acquiring international competitive advantages are pointed out for Japanese and Korean mobile communication companies. In conclusion, key points will be presented for understanding the changes in competitive advantage factors and for executing the strategy on the corporate, industrial, and nation levels. The understanding of the changes in the environment is a must for research on the international competitive advantages in the future.
