• The acquisition of Chinese production sites by Taiwan's major information technology enterprises is increasing rapidly. The possible causes include market-share acquisition in China's huge market, low-priced manpower with minimal governmental regulation, and the rapid hollowing-out of Taiwan's information technology industry. This paper focuses on summarizing the hollowing-out phenomenon seen in Japan and the West, understanding the present condition of the Taiwanese economy, and pinpointing the causes of offshore production shifts, especially into China. Used as a base is a questionnaire survey sent to information technology enterprises. Factors extracted by analysis were: there exists a high correlation between the questionnaire item and each factor, and the factors have a mutual correlation. The result will be a reference to assisting the information technology industry of Taiwan effectively improve its international business policies.
