This paper discusses qualitative aspects of the reasons why few women promote to managerial posts. This paper defines the concept of motivation by promotion factors and by hindrance factors: effects of different women-in-management policies utilization and the effectiveness of two models (the women-in-management model and the gender-free model) on human resource management (HRM). Specifically, there are different paradigms between the women-in-management model and the gender-free model. Recently, there has been changes in management styles from the former (based on the fairness of opportunity between men and women) to the latter (based on the diversity of human resources). It is important to design management organization by changing organization values to gender-free model and to establish HRM to keep women in management by encouragement and removing conventional practices that result in women's loss of will to work.
