Information technology is transforming business enterprises. As we move into the next century, we are entering a third period of change : the shift from traditional command-and-control organization and department and divisions organization, to the information-based organizations and organizations of knowledge specialists. In order to remain competitive, business enterprises will have to convert themselves into information-based organizations, as foreseen by P. F. Drucker. Computer literacy has become an important part of a worker's ability. They need to think through what information is useful and what data they need. It is a serious requirement of a Junior College to provide an informatics education with suitable content. This report describes such a program and proposes a new concepts of Creative Informatics Education for a Junior College. The functions of Creative Informatics Education in relation to the learner's ability to perform End User Computing are also considered.
